The Concord Community Preservation Committee voted unanimously to adopt an updated CPC manual that clarifies eligibility rules, the out‑of‑cycle (extraordinary circumstances) process and the application timeline for the coming funding round.
Chair Diane Proctor led members through key pages of the draft manual, calling attention to the eligibility checklist and the section that describes how the committee may consider out‑of‑cycle funding for “extraordinary special circumstances.” She asked members to pay particular attention to pages outlining what qualifies as a CPA‑eligible project and the timeline chart. Committee staff corrected several dates on the front pages before the vote.
The committee confirmed the public‑information and applicant‑support schedule: a public information session is scheduled for July 14 (with a tentative follow‑up on Aug. 11); the application deadline will be Sept. 18; and site visits to applicant projects are set for Oct. 3. Chair Proctor said the schedule balances the need for thorough review with applicants’ ability to assemble materials and match funding.
The manual adoption passed on a unanimous voice/roll‑call vote after a motion and second. Diane thanked staff member Ann Clifford for drafting the manual and urged members to use pages 8–10 as a guide when reviewing future applications.
Next steps: the manual will be posted online with the committee’s edits, public sessions will proceed as scheduled, and staff will publish the application form and guidance to prospective applicants.
