Concord CPC approves extensions for Warner's Pond restoration and open‑space planning

Dia K, the Natural Resources Director, told the committee the open‑space and recreation‑plan update has not yet hired a consultant; the RFP is expected this summer and spending is planned to begin in October. “We plan to start spending money this October,” Dia said, answering members’ questions about consultant hiring and schedules.
On Warner’s Pond, committee members heard that the Warner’s Pond Management Committee is drafting a scope for an adaptive management plan that would guide improvements without dredging or dam removal in every scenario. Ann Clifford explained there are two Warner’s Pond items on the agenda: an extension request for the restoration work and separate design work for the boat‑launch access improvements. The CPC approved the extension to allow staff to finalize designs and issue an RFP.
Both extension motions were made, seconded and approved by the committee following questions about schedules and deliverables. Chair Diane Proctor emphasized the extensions provide staff time to prepare thorough scopes and procure consultants in a season when many bidders are active.
Next steps: staff will issue the RFPs described and return to CPC with status reports and any conditions arising from environmental review or funding matches.
