Fiscal court ratifies $475,219 logistics facility proposal and approves hiring process for deputy emergency manager

The Woodford County Fiscal Court on a June meeting night ratified prior email approval for a logistics/warehouse facility proposal from Jackson Construction for $475,219.28 and authorized the emergency management department to advertise and begin hiring for a deputy director position.
Emergency Management Director Drew Chandler asked permission to advertise and begin screening for the currently vacant deputy director role, noting the position is budgeted full time in the FY 2627 budget and that a full hiring process will likely extend beyond June. "If the court is okay, I'd like to go ahead and proceed to advertise and start screening candidates and go through an interview process," Chandler said. The court moved and approved the hiring authorization unanimously.
Officials reviewed two proposals for the logistics facility—one described as a near-turnkey approach with higher cost and another described as a bare-bones building that county crews could finish in-house. Director Rick Wade said he expects the county to perform much of the electrical and rough work in-house and recommended the lower-price proposal. "I feel we would come in under our estimate of 1.25 [million]… even if we had to contract that out, I still feel we would come in under the 1.4," Wade said, noting tradeoffs in scope and lead times.
The court voted to ratify the tentative June 3 email approval of Jackson Construction's proposal in the amount of $475,219.28; the ratification passed unanimously. Officials said a preconstruction meeting, final drawings and possible additions (loading-dock equipment, telecom tie-ins) would follow contract execution.
The two actions together—authorization to advertise for a deputy director and ratification of the logistics facility proposal—are intended to expand emergency management capacity and storage for equipment and supplies. County staff said the facility will reduce reliance on partner storage and improve logistical response during disasters.
Next steps: preconstruction planning with the selected contractor, determination of final equipment and door dimensions, and a hiring timeline for the deputy director position.
