Brielle council approves $1.68 million in bills, declares emergencies and introduces cap-bank ordinance

The Brielle Mayor and Council unanimously approved a payment resolution (26-48) authorizing $1,680,974.10 in bills at the Feb. 23 meeting.
The Council passed a consent agenda that included emergency declarations to address a water-main break and a collapsed storm drain on Teaberry Lane, and authorized a Road Opening Permit refund of $800 for 1 Ocean Avenue. All consent items passed by recorded unanimous votes.
Council also introduced an ordinance (Resolution 26-59) to exceed the municipal budget appropriation limits and establish a cap bank under state law (N.J.S.A. 40A:4-45.14); the Council authorized publication for a March 9 hearing (Resolution 26-60). Administrator Nolan said the borough historically uses the full 3.5% cap allowance only when needed and banks any unused portion for future years; the 2026 budget faces increased healthcare and commodity costs and may require the full cap.
Committee reports noted recreation and library programming, the hiring of a new summer recreation director, and the borough's storm response; Councilmembers praised DPW, the Fire Company, EMS and police for their work during recent storms.
Next steps: the cap-bank ordinance is scheduled for a public hearing on March 9, 2026 at Brielle Elementary School; the Council also set additional hearings and publication notices tied to housing-plan items.
