Central Valley Water Board executive staff told the committee the region is entering the next stage of an ambitious, multi‑decade effort to reduce nitrate contamination in groundwater that threatens domestic and municipal wells across the valley.
"This is not a mission accomplished moment — it’s the beginning of a long implementation phase," Central Valley Executive Officer Patrick Palupa said on June 13. He described basin plan amendments adopted by the region beginning in 2018 and approved administratively in 2021, followed by extensive stakeholder negotiation. The approach uses localized "management zones" — consortia of dischargers required to monitor domestic wells, provide interim replacement drinking water when standards are exceeded, and deliver 35‑year load‑reduction plans to achieve compliance with water quality standards.
Palupa emphasized the scale: the valley contains roughly 6 million irrigated acres, about 30,000 distinct growers and approximately 1,200 dairies. Groundwater’s long memory means even large near‑term reductions will take decades to show in domestic wells, he said. A recently completed peer review validated the groundwater load‑reduction strategy and the technical modeling used to set targets for agricultural nitrogen management.
The program includes new agricultural orders, dairy regulation, wastewater needs assessments for land discharge facilities, and coordination with Groundwater Sustainability Agencies (GSAs) on recharge and extraction strategies. Palupa said the board is preparing orders based on the peer‑reviewed formulas and nitrogen efficiency targets, noting the policy combines enforcement, technical assistance and funding strategies (SRFs, cleanup and abatement funds) to support disadvantaged communities.
What happens next: the Central Valley board will consider adoption of implementation orders that accumulate the regulatory framework (east San Joaquin agricultural orders, nitrogen efficiency targets, and monitoring programs). Staff urged continued coordination among dischargers, GSAs, and state grant programs so compliance pathways can be implemented without leaving communities unserved while remediation proceeds.
