Councilors asked whether a building permit could serve as proof that debris originates from a local job; the presenter said the district has tried that and found enforcement difficult because loads are mixed and drivers sometimes claim local work while hauling material from elsewhere. As a practical workaround, the representative suggested residents bring material in a personal trailer to clearly show it is a homeowner load.
