Council adopts zoning text amendments to standardize ordinance language

Council voted to adopt a series of text amendments to the Georgetown–Scott County zoning ordinance to make the code more consistent and to reflect recent state changes to ministerial review.
Planning staff described ZODA 2025-05 and companion items as a package that creates an intent statement at the start of each zone, consolidates definitions in one location, aligns allowed/conditional/accessory use sections across zones, and reduces language ambiguity. Staff said the amendments also revise subdivision-development regulations to replace discretionary language (“may”) with mandatory standards (“shall”) where the state’s 2025 legislation requires ministerial review. “What we’re proposing with this particular amendment is to align the formatting between the various zones so that as a citizen or as a planner, you read it and you know that you’re going to start with the title of the zone,” planning staff said.
Council members and planning staff discussed the extent of the rewrite and the expected benefits for consistency and future land-use decisions. After second reading, the ordinances were approved by roll call.
