City staff updated council on City Hall renovations and related financing steps and the council approved finance committee recommendations on historic tax-credit disposition.
Devin reported installation of nine windows delivered May 29 and said trim and punchwalk scheduling remain. “The nine windows that had been ordered in October were delivered on Friday the 29th and that installation happened throughout the week last week,” Devin said, while noting final inspections and a punchwalk remain before full occupancy and a planned July 13 open house in the new chambers.
On financing, staff advised the council that part-three historic tax-credit paperwork is ready for submission and that the finance committee recommended Stockyards Bank as purchaser of the credits at a competitive rate (reported in the packet at 88 cents on the dollar). Council authorized the mayor to execute transfer and sale documents to complete the transaction.
Council members also questioned moisture in the City Hall basement after recent heavy rains; Devin said moisture indicators remain but that prior waterproofing and routing improvements “substantially fixed the problem” while dehumidification and further testing are planned. Council requested contract and warranty clarifications and follow-up materials on basement mitigation.
