Council opened a public hearing on the 2027 budget and heard from Julie (S2) that the budget had been tentatively set as presented. Julie said the town posted notice that it may revise the 2026 budget to adjust for a park discussed last month and that she had not received any public requests to change the budget during the hearing.
Julie reported the town submitted a CDBG/CBG application and said the award is not yet final. She told the council that, depending on the grant outcome, staff may call an emergency meeting later in the week (with 24 hours' notice) to adopt the 2027 budget with or without potential grant funds.
Council reviewed travel-related expense items from a training event. Chair (S1) reported travel and lodging expenses and recommended that Gary's meals, luggage and mileage be paid. Members discussed the limits of pre-grant funds and state per-diem guidance; the council moved and approved payment for Gary's expenses by voice vote. Julie also explained a $255 Adobe purchase she completed on a personal card after the town card was flagged; she said she would reconcile that charge with town records.
Later the council took a motion to pay the town's bills and approve the financial report; members approved the payment motion by voice vote. The council also approved a $100 gift card to recognize departing member Sean.
The council did not finalize the 2027 budget at this meeting; members said they would call the emergency meeting if grant award timing required a budget amendment.
