Lower Alsace supervisors approve paving payment, grant resolutions and ATV ordinance; multiple routine motions pass

The Lower Alsace Township Board of Supervisors on Oct. 10 approved a series of routine and project-specific measures, including payment of $86,622.75 for the township's 2024 road paving project, authorizations to submit grant applications and adoption of a new ordinance regulating motorized devices and all-terrain vehicles.

In votes that took place during the meeting in the Township Municipal Building, the Board approved Payment Request #1 payable to Construction Masters Services, LLC for $86,622.75, to be paid from state Liquid Fuels funds, and recorded that the paving work was complete except for line painting. Township Engineer Joe Rogosky told supervisors he was satisfied with the work.

The Board also approved a Resolution authorizing submission of a PennDOT Multimodal Grant application for the Carsonia Avenue sidewalk, storm sewer and streetscape project. The Engineer noted the grant application window closes Nov. 5, 2024.

Supervisors approved two additional Resolutions to re-authorize previously submitted LSA grant applications for the township road crew and for the Lower Alsace Ambulance Association. The Board approved the September 30 Treasurer's reports and the payment of the list of bills as presented.

The Board adopted Ordinance 2024-4, enacting Section 209, "Regulations, Enforcement And Appeals Related To Motorized Devices And All-Terrain Vehicles," after it was presented and noted as properly advertised.

Why it matters

The paving payment and project closeout completes a major public-works contract funded with Liquid Fuels revenue, while the PennDOT and LSA grant steps advance planned pedestrian, stormwater and streetscape improvements along Carsonia Avenue and other township projects. Adoption of the ATV ordinance establishes local rules for motorized device use and enforcement and was recorded as properly advertised before the vote.

What comes next

- Grant applications will be submitted by the Township before the stated deadlines and staff will report back on outcomes. - The Engineering office will complete remaining line painting and address Lewis Road stone-wall repairs discussed in the Engineer's report. - The Solicitor will proceed with enforcement actions and follow up as directed by the Board.
