He said the change is intended to acknowledge and partially compensate staff who step in when substitutes are not available, and that the program is not meant as an incentive to create coverage but as a way to appreciate extra work. Dr. Johnson noted Big Horn High School had its first paid coverage event earlier the same day, with three staff members covering multiple periods who will receive compensation under the policy.
