The Citrus County Aviation Advisory Board approved updated bylaws at its June 11, 2026 meeting and agreed to review newly issued hangar lease templates after tenants raised concerns about how the changes would affect hangar use and costs.
Ricky Ross, a Crystal River hangar tenant, told the board he recently received a new lease and asked whether the county intended the template to cover aircraft construction as well as storage. Ross said the lease’s renewal language in section 1.09 showed “NA” and expressed concern that the new two-year term and an automatic annual increase could leave tenants unprepared. He also questioned a $100 minimum return-check or late fee included in the document.
“We just want to make sure it's reasonable,” Ross said, adding he feared being “priced out” or prevented from finishing an aircraft he is building. Board members and staff responded that the county’s administrator has discretion to make exceptions in individual cases and that some tenants historically received written exceptions permitting construction work in hangars.
Board members said legal staff reviewed the revised lease templates for compliance but agreed to re-check fee language and the renewal mechanics. One member said the county typically saw bank return-check charges near $20 and asked legal to confirm the $100 figure is appropriate. The board asked staff to bring lease templates back for further review and discussion before final action by the Board of County Commissioners.
The chair also said the board would follow up directly with Ross and invited staff to circulate revised lease templates for board review.
The board previously approved a motion to accept the May 14 minutes earlier in the meeting. The bylaws were moved, seconded and approved by voice vote; the transcript records affirmative responses but does not list a roll-call tally. The board set a follow-up agenda item and said it will coordinate with county legal staff and the aviation attorney on any substantive lease changes.
The board’s next regular meeting is scheduled for July 9 at 2 p.m.
