Homeowner Jeff Mangram (417 South 100 West) said contractors and personal vehicles have repeatedly been subject to enforcement on his narrow street and described multiple citations and interactions with police. He proposed an alternating seasonal parking arrangement — “Half of the year, you can park on the West Side. Half of the year, you can park on the other” — and said he is willing to pay for signage. City staff and council members said they would work with the street department and police to seek a local solution and emphasized careful, measured enforcement.
Another resident, Mike Gurule, urged the council to use caution in discussing tax increases, pointing to other Utah towns where rapid increases produced backlash and storefront closures. He said the council should avoid a stepwise escalation of tax increases and balance infrastructure needs with public reaction.
The mayor and council thanked the speakers; the mayor and staff reiterated that council members are limited in how they may respond during public comment and that staff will follow up where appropriate.
