Rangely council approves financials, grant applications and routine contracts

Councilor Andy Schaefer moved to approve the September financial statement; Todd Thane seconded the motion, which carried. The council then approved a liquor-license renewal for Park and Wreck District (Cedar Ridges Golf Course); the motion carried with one abstention. Council also approved a 2026 contract with Rio Blanco County for building official services and an intergovernmental agreement to provide short-term supervisory support to Colorado Northwestern Community College (CNCC), with Kelly to provide 4–6 hours a week through the town.
On infrastructure grants, the council authorized an emergency grant application to the Colorado Department of Local Affairs (DOLA) for a turbidity meter with a local match not to exceed $20,580 (50/50). Councilors clarified a packet inconsistency regarding the Colorado River District match for the turbidity meter: the correct local match amount discussed and approved in the meeting was $18,580 (the packet included an inconsistent figure). Town staff said that if the Colorado River District does not cover the full match, DOLA indicated it could cover the shortfall to fund the equipment.
The council also approved applying for a National Fish and Wildlife Foundation (NFWF) restore grant to develop, purchase and install signage at the river launch site in an application not to exceed $100,000. Finally, a re-subdivision in the Ridges subdivision (to create a separate parcel to allow frontage access) was approved by voice vote.
