Silver Plume delays vote on revised Clear Creek Fire Authority IGA as county funding remains uncertain

Trustees discussed a revised intergovernmental agreement (IGA) for the Clear Creek Fire Authority (CCFA) at the Nov. 11 meeting, but elected to postpone final action while seeking additional information about county funding and local implications.
Trustee Lee Berenato reported he reviewed the revised IGA and met with CCFA commissioner George Marlin. Lee said the revised agreement makes two primary changes: a two-year extension of the existing IGA and the addition of three new at-large CCFA board seats that will be appointed by the CCFA board (municipal seat allocations remain unchanged). Lee told trustees he discussed county funding with Commissioner Marlin, who said the county is considering a sales tax to fund the authority; Lee said he did not view a sales tax as appropriate given Silver Plume already increased municipal property taxes to support fire services. Lee also said he spoke briefly with Commissioner-elect Rebecca Lloyd, who "basically said, we're going to do whatever it takes to support the Fire Authority," which Lee described as not an answer.
Trustee Bryon Monseu clarified the town’s earlier vote in April to increase municipal taxes for the Fire Authority included a stipulation that, if a different county funding source were adopted, the town could stop paying the extra levy. Lee confirmed the revised IGA text does not address funding changes and only implements the extension and board-seat changes.
Trustee Martin Gitlin asked whether the Fire Chief, Kelly Babeon, had been consulted; Lee said he had not yet spoken directly with Kelly and suggested the chief be asked to attend the next meeting to provide additional input. Given the town’s Dec. 15 deadline to adopt the IGA, Lee and others agreed it would be appropriate to table the item until the next meeting to allow the board to gather more information.
No formal adoption of the revised IGA occurred at the Nov. 11 meeting; trustees recorded a motion to adopt during discussion but agreed to delay final action pending additional information.
