Northlake Town Council approves notices for debt, a site plan and a $40,000 Pioneer Grant

Mayor Brian G. Montini and the Northlake Town Council approved a slate of financial and development items at their April 9, 2026 regular meeting, including a notice to initiate debt issuance procedures, a site plan for a new auto repair facility and a Pioneer Grant for a coffee business.
The council voted unanimously to authorize publication of a Notice of Intention to issue Certificates of Obligation and to approve preparation of a preliminary official statement and notice of sale, a procedural step that begins the town’s process for debt financing. Councilmember Alexandra Holmes moved approval; Mayor Pro Tem Maryl Lorencz seconded and the motion passed 7–0.
Council then approved a resolution expressing the town’s intent to reimburse certain expenditures with proceeds of future debt obligations. Mayor Pro Tem Maryl Lorencz moved the measure; Councilmember Aaron Fowler seconded and the vote was 7–0.
On land-use matters, the council approved a site plan for Classic Collision, a proposed 13,000‑square‑foot auto collision center to be located on a 1.90‑acre lot near IH‑35W. Councilmember Josh Pezzuto moved approval; Councilmember Alexandra Holmes seconded. The motion carried 6–1, with Councilmember Roger Sessions casting the lone no vote.
The council also ratified actions by the Northlake Economic Development Corporation and Northlake Community Development Corporation to award a Pioneer Grant and enter a performance agreement with Function Coffee Co., LLC (and affiliate Function Northlake, LLC) in an amount not to exceed $40,000, and authorized the town manager to execute the agreement. That item passed initial consideration and returned for a second reading; the final vote on second reading was 5–2. Councilmember Michael Ganz voted against the first-reading approval; on second reading both Ganz and Roger Sessions voted no.

The consent agenda — which included approval of meeting minutes, an interlocal agreement with the City of Denton for roadway improvements, an amendment to a Halff Associates contract for conceptual roadway and bridge design, participation in a spatial data cooperative with the North Central Texas Council of Governments, continued participation in an ATMOS steering committee, and acceptance of the FY2024–25 Annual Financial Audit — was approved unanimously earlier in the meeting.
All formal votes and roll calls were recorded in the meeting minutes. The council convened an executive session later in the evening to discuss potential annexations, development agreements and economic development negotiations; no votes or actions were taken on those items when the meeting reconvened.
