Forest Grove council approves WCCLS agreements, Tigard IT partnership and budget transfers in unanimous votes

Forest Grove, Ore. — The Forest Grove City Council on June 8 approved multiple resolutions by unanimous vote, approving updated cooperative agreements with the Washington County Cooperative Library Services (WCCLS), an intergovernmental IT-services agreement with the city of Tigard, mid-biennium budget transfers, and a resolution to accept regional solid-waste rate pass-throughs.
Library Director Colleen Wyers summarized two intergovernmental agreements: a cooperative operating agreement and a cooperative governance agreement for WCCLS that extend to June 30, 2031. Wyers told council the draft operating agreement establishes base service levels and increases Forest Grove’s first-year contribution by 24%, from about $1.0 million to $1.24 million; the agreement does not specify contribution amounts for years two through five. Wyers warned that any member library that does not approve the operating IGA risks having WCCLS services discontinued.
Both WCCLS resolutions (2026-23 and 2026-24) were approved by a 7–0 vote.
Assistant City Manager Kim Eel presented an IGA with the city of Tigard for shared information-technology services. The IGA (resolution 2026-25) has a total value of $144,000 and will be paid from the city’s information systems fund; staff estimated the municipal partnership would save about $96,000 compared with contracting with private vendors. Council approved the Tigard IGA 7–0.
Council also approved mid-biennium budget transfers recommended by the budget committee (resolution 2026-26) and a resolution adjusting solid-waste charges to reflect Metro’s July 1, 2026 increase to the regional tipping fee; staff said Waste Management is passing through the Metro-driven increases and that recycling fees are unchanged. The solid-waste rate resolution (2026-27) was adopted by unanimous vote.
Each resolution passed on voice vote or roll call with no members recorded opposed.
Next steps: the city manager will execute the approved agreements and staff will implement the budget transfers and updated waste-management fees per the resolutions.
