Clinton County Legislature approves broad slate of contracts, hires and grants; executive session called on personnel

The Clinton County Legislature on June 10 considered and approved a large package of resolutions recommended by standing committees, covering buildings and grounds contracts, economic development actions, health‑department grants, personnel backfills and budget appropriations.
Committee chairs reported their recommendations at the start of the meeting. Among actions taken: Resolutions 401–404 authorized buildings‑and‑grounds contracts (including Adams Glass and Chimera Integrations LLC); Resolution 407 extended a contract with ECM Enterprises (dba Ace Electric); Resolution 417 authorized acceptance of the New York State Overdose Intervention Initiative grant for mental health and addiction services; Resolution 426 (a contract with the Strand Center for the Arts for the Office for the Aging) passed with one abstention; Resolution 410 (contracts to assist with coroner services) was withdrawn before a vote. The legislature also approved numerous position backfills and reclassifications across sheriff, probation, highway, public health and mental‑health departments.
Budget and grant appropriations approved included establishing appropriations for an Action Guide planning and technical assistance program grant (Resolution 462), a Medical Reserves Corps grant (Resolution 463), adjustments to highway accounts (Resolution 464), and increases for temporary assistance programs (Resolutions 466–467). The clerk read the titles of all resolutions; motions were made and seconded as recorded. After the resolutions, the legislature entered executive session to discuss personnel matters and returned to approve a 13.2 waiver to consider Resolution 472; the waiver passed and Resolution 472 — a reclassification to a principal clerk typus position with back pay (PCN 4214) — was adopted.
