Council holds first reading of zoning amendment to change R-3 site coverage and setbacks

Seaford — City planning staff presented a first reading of proposed amendments to chapter 15 (§15.13.6) of the municipal zoning code at the June 9 council meeting, describing changes to site-coverage and building-placement rules in the R-3 zone.
The amendment would replace separate limits for building coverage (20%) and paved areas (15%) in R-3 with a single combined cap: the sum of building and paved coverage would not exceed 35% of the lot. The code change would also explicitly add townhouse end units with a 10-foot minimum side-yard setback and allow residential condominium detached buildings on a development site to be as close as 16 feet from one another (down from the current 25-foot separation in the code).
Staff clarified this was a first reading; the amendment has been advertised and will return for a public hearing and second reading at the next council meeting, as required for zoning ordinance changes. No vote on the amendment occurred at this meeting.
Mr. Lynch (senior manager) presented the proposed language and explained next steps toward the public hearing.
