School board approves interim project-management contract and $46.5 million Hartwood Elementary construction award; votes unanimous

The Stafford County School Board approved multiple procurement actions in a single business meeting, including an interim project-management services contract and a conditional award for the Hartwood Elementary School replacement.
The board approved an interim project-management contract in the amount of $198,465 with the vendor transcribed as Mcdana Boiland and PAC to provide on-site construction project-management staff and reporting for the Drew Middle School construction and other large projects. Jason Towering, chief facilities officer, described the contract as staff augmentation during a gap in the state on-call contract and said the district expects a later, larger contract phase in the $1.8 million to $2.2 million range to cover longer-term oversight. “These are industry-standard rates and they provide on-site staff, photo documentation and help manage pay requests,” Towering said.
Later the board voted to award a construction contract in the amount of $46,525,000 to the bidder transcribed as Howard Shocki and Suns, Inc. for the Hartwood Elementary replacement. The award is expressly contingent on a successful transfer of the land needed for the project; staff told the board the parties expect the transfer to be resolved soon and that the board has until September to consummate the contract to keep the schedule targeting a 2028 opening. Several board members expressed excitement about moving forward but also concern that the land transfer be finalized before construction proceeds.
Board approval was by unanimous vote on both items. Members were told the interim project-management funds are rolled into construction costs and that further documentation about project savings from outside project managers can be provided on request.
Next steps: staff will finalize the interim project-management engagement, continue work with county officials on the Hartwood land transfer, and return any additional contract phases to the board for approval.
