Madison board debates 10–15 year capital roadmap, proposes public workshops

Board members and staff on Tuesday debated how to translate a string of recent planning documents into a single, prioritized multi-year capital plan.
First Selectwoman Peggy told the board the town needs to pull together the strategic plan, plan of conservation and development, facilities master plan, surf club master plan and coastal resiliency recommendations into a 10- to 15-year capital roadmap. She proposed the CIP committee help own a prioritization process with public workshops and a scoring or ranking system to phase projects over multiple years.
Board members agreed the selectmen should set initial priorities—rather than ceding the full process to the CIP committee—but stressed that the committee and the Board of Education must be engaged. “I’ve always believed that the capital planning responsibility lies first with the board of selectmen,” one member said, while others favored a structured public prioritization exercise informed by staff proposals and department requests.
Discussion topics included how to score projects, the timing of public input, how to phase high-ticket items versus routine maintenance, and how to lock in maintenance responsibilities (for example, whether sidewalk snow removal is the homeowner’s or the town’s responsibility).
The board asked staff to return with a proposed timeline and workshop structure over the summer so the board could set priorities ahead of the fall CIP cycle.
