Nederland — The City Council on Monday approved Resolution 2026-08 to amend the city’s purchasing policy to formally incorporate federal procurement standards for use when the city is a direct recipient or subrecipient of federal funds.
Miss Stucker, the staff member who presented the update, told the council the change is limited to a single section that “explicitly reference[s] the city's intent to adhere to specific procurement laws” when federal funds apply. She said the language was modeled on sample policies used by other local governments and was provided by the city’s grant administrator.
During discussion a council member suggested a technical edit to the CFR citation. Council accepted inserting the word “Title” before the numeral in the Code of Federal Regulations reference; Miss Stucker responded she would make that change and circulate the corrected language. Council members also reviewed thresholds for department head and finance director approval and expressed support for language intended to prevent “peacemealing” purchase orders to avoid higher approval levels.
The motion to adopt the policy as amended passed on a roll-call vote with all present council members voting in favor.
The updated policy will be used when the city applies for, or manages, federal or federal pass-through grants; staff said additional procedural documents and training will follow to ensure employees understand new thresholds and acquisition controls.
