Committee presses for dimensioned plans, clarifies outreach and timeline for municipal complex

Members of the Municipal Complex Building Committee spent substantial time June 10 urging the design team to deliver dimensioned plans and to clarify whether sanitary/septic work (Title 5 scope) is included in the design and cost estimates.
Several committee members noted that current concept drawings lack room dimensions, making it impossible to verify whether essential adjacencies—such as the turnout gear room’s relation to the fire department lounge—will fit as shown. A member reviewed Title 5 paperwork in the meeting and noted the existing septic system dates to Aug. 15, 2006 (last pump referenced in September), prompting the committee to request that septic capacity be checked against the new restroom and locker-room program.
The committee agreed the designer should finalize Bob’s section and provide dimensioned drawings; once those revisions are complete, DRRA/Drawer was asked to produce cost estimates—committee members referenced a six-week estimate window. Members also discussed program phasing (police and fire together; garage possibly in a separate phase), tenant lease constraints, and whether to consolidate phases to avoid higher costs over time.
On outreach, the committee mapped a July–September education window with a targeted senior-center session in mid-September, a presence at the fall ‘Taste of Hubbardston’ event in early October, and a web and mailer campaign to present per-household tax impacts. Members recommended populating the committee webpage with a plain-language project overview, selected slides and videos, and a clear FAQ explaining the difference between a permanent Proposition 2½ override and a time-limited debt exclusion.
The committee scheduled a follow-up meeting to review revised plans and costing and assigned the chair and town administrator to coordinate select-board outreach and filing deadlines.
