Planning Commission recommends conditional approval for East Penn trailer parking expansion

The Longswamp Township Planning Commission voted March 4 to recommend that the Board of Supervisors grant Preliminary/Final approval for East Penn Manufacturing’s proposed trailer parking expansion, contingent on the conditions listed in the Hanover Engineering Associates (HEA) review letter dated Feb. 25, 2025. Chris Williams of Barry Isett & Associates represented the applicant.
The Solicitor, Beth Kohl, Esq., said the plan will not be presented to the Board until the required traffic study is completed. The commission’s motion to recommend approval was made by Commissioner Chris Moore and seconded by Greg Kupar; the motion carried with the notation “All in favor.”
Because the plan faces an administrative deadline, the commission separately approved a motion — moved by Moore and seconded by Kerry Meitzler — to recommend that the Board reject the Preliminary/Final plan if approval or a time extension is not received by the April 7, 2025 due date. That motion also passed unanimously.
No vote tallies by individual members were recorded in the minutes; actions were recorded as unanimous with the procedural phrasing “All in favor.” The Commission tabled final engineering details pending completion of the traffic study and the Board’s review of HEA’s comments.
Next steps: the applicant is expected to complete the traffic study for the Board’s consideration, and the Board of Supervisors will act on the Commission’s recommendations or on any time-extension request before April 7, 2025.
