John recommended the upgrade for efficiency and long-term savings, but council members raised two practical concerns: the site’s exposure during lead time (Kennedy’s lead for panel and pumps was estimated at 16–20 weeks) and whether soliciting competitive bids might yield better pricing and vendor options.
Council weighed the risk of being exposed to heavy rain events while equipment is replaced versus the fiscal prudence of an open bidding process. Members noted the station remained operable with a manual "orange" backup pump but that recent heavy rain tested the system. Given the long lead time and procurement policy, council directed staff to prepare an RFP/competitive solicitation and return with bids and an engineering recommendation for a longer-term solution, rather than approving the single-vendor upgrade immediately.
DPW will draft RFP materials, consult engineers on potential relocation or resilience measures for the control panel, and return to council with proposals and timelines.
