Hospital says it can no longer subsidize Spring Hill EMS long-term; county seeks short-term extension while negotiations continue

County public safety officials and Williamson Health representatives told the budget committee that the county’s current arrangement to provide EMS coverage for the Murray County side of Spring Hill is under financial strain and needs a short-term funding solution.

Connor Scott, Williamson County public safety director, said county and hospital leaders agreed in 2020 to extend EMS coverage across the county line because residents on the Williamson side of Spring Hill previously experienced long response times. "That service has been provided for free for the past six years," Scott said, adding that providing the service without reimbursement is now difficult to maintain in the current fiscal environment.

A Williamson Health executive (name not recorded in the transcript) told commissioners the hospital has invested heavily in EMS operations and that past subsidies have been significant. He said what he came to the committee with originally was a target loss of about $1 million but that changes in the budget proposal increased that to about $2.5 million; the hospital representative said it could cover additional short-term costs (roughly six months) to avoid disrupting service while Spring Hill and Murray County seek a longer-term funding arrangement.

County commissioners emphasized that residents should not lose service while intergovernmental and budget negotiations continue. The committee asked staff to continue working with Spring Hill, Murray County and Williamson Health on a transitional plan and to identify how any payment for continued coverage would be reflected in county budget documents.
