Senior Alliance outlines services to Gibraltar; council declines requested local match

Amanda Sears, chief community impact officer at the Senior Alliance, told the council the agency is the designated Area Agency on Aging for western Wayne County and serves 34 communities. She summarized programs (information & assistance, home-delivered meals, transportation, long-term care counseling, Medicare counseling) and gave Gibraltar-specific figures: 37 documented calls from Gibraltar last year and 73 in the first six months this year, roughly 32–40 local residents enrolled in Meals on Wheels (more than 5,000 meals last fiscal year), and about $1,400 saved in prescription costs for Gibraltar residents last year through Medicare counseling.
Jason Macheskin, CEO of Senior Alliance, said the organization's community-match request helps support the call-center information-and-assistance operation that serves the entire region. "The match goes to help with part of our cost related to our information and assistance operation," he said, and noted the pooled match across 34 communities totals about $100,000.
Council members debated whether a municipal contribution was appropriate. Several raised budgetary constraints and whether the payment would be a donation or a purchase of specific services (the city attorney said a direct donation would require caution; payment for specific contracted services is allowed). After discussion, an amended motion to authorize $531 for fiscal year 2026 was put to a roll-call vote and failed (two yes, majority no/abstain). No appropriation was approved.
Council members indicated ongoing support for senior services generally but said Gibraltar’s tight budget and the absence of a material service change tied directly to the requested funds made them reluctant to approve the expenditure at this time. Senior Alliance representatives said services to Gibraltar would continue regardless of the match decision.
