Tempe council approves property-transfer ordinance and federal settlement; consent agenda passes

Ordinance: First & Farmer LLC property transfer and amended development agreement (DS23061 / PL230127) The council opened the second and final public hearing on an ordinance authorizing the transfer and/or abandonment of various property interests and authorizing the city manager to execute an amended development agreement for a project at First Street and Farmer Avenue (case identifiers read in agenda). There was no public testimony. Council Member Hajj moved to approve; Council Member Adams seconded. The council recorded a 6-0 vote in favor with Council Member Chin absent.
Settlement and budget action: OIG/HHS settlement and budget appropriation (8A) Council approved an item authorizing the Deputy City Manager to execute a settlement agreement between the Office of Inspector General, U.S. Department of Health and Human Services and the city of Tempe and a budget appropriation transfer for the emergency medical transportation fund. Vice Mayor Garland moved; Council Member Hajj seconded; the item passed with a recorded tally of 4-0 and three members absent.
Consent agenda The council moved, seconded and approved the consent agenda (items listed on the consent docket) by voice vote; the clerk recorded the motion as passing 4-0 with several members absent.
No additional staff reports or formal actions were taken on items that required more extended debate; several first hearings were continued to June 25, 2026.
