Batavia Council approves reserve transfers to buy hydro-excavation truck and lead-line equipment

The Batavia City Council on May 11 approved a package of reserve transfers and a budget amendment to purchase equipment aimed at identifying and removing lead service lines.
Councilmember Twichell moved and Councilmember Geib seconded a resolution authorizing a $434,500 transfer from the Water Fund Capital Improvement Reserve to the Water Fund Equipment Reserve and the use of $434,500 in Water Fund equipment reserves plus $325,000 of Sewer Fund equipment reserves to acquire: a hydro-excavation truck (estimated $650,000) to locate and expose service lines; a lead puller (approx. $83,000) to speed line replacement; and a hydrant cleaner (approx. $26,500). The resolution cites recent revisions to the Environmental Protection Agency’s Lead and Copper Rule as the driver for the purchases. The council approved the motion on a 9-0 roll call.
The resolution also authorized a 2026/27 budget amendment to reflect the use of reserves and appropriation of equipment reserve funds.
City officials said the equipment is intended to reduce disruption and increase efficiency when replacing lead service lines; the council did not specify procurement timing or vendor in the resolution.
