The new policy distinguishes authority among employees, department heads and the town supervisor/highway superintendent; it also clarifies emergency-purchase thresholds, requires written justification to the supervisor within one business day for emergency purchases, and mandates formal ratification at the next meeting.
Town Attorney Megan reviewed the draft and confirmed portions that must conform to GML purchasing rules did so; the board also recognized the value of a formal local policy to set expectations and operational guardrails for remote participation and other procedural items.
The policy was adopted by the board and will be posted for use by staff; departments were told to maintain documentation for purchases and to present emergency purchases for formal ratification at the next scheduled board meeting.
