Interim chief explained training would be available as a courtesy but licensees could use other providers. Council members also asked for data supporting sweeping changes; staff said the changes are intended to provide clearer due process and guidance rather than respond to a documented local trend of violations.
Council discussed outreach and schedule: Rochelle and staff said they would notify license holders and aim for a public hearing and first reading on October 28, with subsequent readings to allow implementation before the January renewal cycle. Council members expressed interest in some targeted clarifications (definitions for "dispensing room" vs "dispensing area") and encouraged outreach to business owners prior to final readings.
Council did not adopt the ordinance tonight but directed staff to distribute the draft to license holders and prepare for the scheduled hearing and first reading.
