Ottawa County committee approves routine claims, gas contract, conservation easement option and new interlocal jail agreement

The Ottawa County Finance and Administration Committee met June 9 and unanimously approved a slate of routine and programmatic items, including a $21,900,320.37 general-claims package, a new natural-gas supply agreement and several personnel and interlocal approvals.

The committee voted to forward general claims for May (totaling $21,900,320.37) to the Board of Commissioners after a brief roll call. Clerk and committee members recorded affirmative votes for the motion.

On a contract recommendation, county staff told the committee an agreement with Constellation Energy to supply natural gas to county facilities is expected to reduce costs. Patrick, the staff presenter, said the change "is expected to save between 18 and $20,000 a year in cost" and noted the contract is evergreen with a 30-day termination right.

The committee also approved a resolution to forward the county's FY2027 Michigan Department of Corrections plan and application after a presentation from Alma Valenuel of the 58th District Court. Valenuel said pretrial-supervision outcomes through the midyear were strong: "We achieved a 98% court appearance rate," she said, and "97% of defendants committed no new offenses while waiting for their court appearance." She said graduates of the MRT cognitive behavioral program had a 90% one-year non-reoffense rate in fiscal 2025.

Land-preservation funding drew extended discussion. The committee approved forwarding an option agreement to acquire development rights on 40.25 acres in Chester Township from Dennis W. Fininkler for $250,000, to be paid with grant, privately raised and donation funding. Becky Huttinga of DSI described the Regional Conservation Partnership Program funding and scoring process and said the program typically combines funding sources. "Typically the recipe is 50% grant funding, 25% private sources, and 25% landowner contribution," she said, while also noting trade-offs in prioritizing parcels that face development pressure versus those that score better with outside funders.

Parks staff requested and secured committee approval to add on-call pay for guest-services supervisors and reservation specialists to improve customer service for reservable sites and overnight accommodations. Scott and Jason Shamblin described on-call coverage across county sites and said the on-call stipend would be $45 per assignment; they estimated the annual cost at about $5,400. They also noted Ottawa Sands currently has "three tree houses, five yurts, and then 10 tent sites." The committee voted to forward the proposal to the board.

On public-safety matters the committee approved a 10-year interlocal agreement among Ottawa County, Allegan County and the city of Holland for jail housing, transport and holding Allegan residents arrested in Holland, and simultaneously approved termination of the existing shared-prosecutor interlocal with Allegan County. County staff said negotiations revealed the county had been housing Allegan residents in county facilities without written terms, creating liability concerns; the new interlocal formalizes housing, transport and reimbursement arrangements.

The sheriff presented a personnel request to add one 1.0 FTE deputy to be assigned to Holland Charter Township. The position will be fully funded by the township under the county's cost-of-service model and is intended for community engagement and co-response work with training in mental-health (CIT) and related services. Sheriff Nathan said the position will help address service-location shifts as some services for people experiencing homelessness move into the township.

Finally, the committee approved FY2026 budget adjustments per the attached schedule and adjourned after a public-comment period in which no members of the public spoke.
