El Monte council adopts FY 2026–27 HUD Annual Action Plan

The El Monte City Council voted 6–0 on May 13 to adopt Resolution No. 10690 approving the Fiscal Year 2026–2027 Annual Action Plan and authorized the City Manager to submit the plan to the U.S. Department of Housing and Urban Development.
The public hearing on the plan was opened by Mayor Pro Tem Viviana Longoria, the council received a staff presentation, and members of the public were afforded an opportunity to comment before the council closed the hearing and moved to adopt the resolution. Motions to open, close and adopt the resolution were recorded and carried 6–0 with Mayor Jessica Ancona absent. The motion to adopt the plan was moved by Councilmember Martin Herrera and seconded by Councilmember Dr. Julia Ruedas.
The Annual Action Plan sets the city’s proposed use of federal community development and housing funds for the coming program year and must be submitted to HUD for review and approval. The council’s action authorizes conforming edits and grants the City Manager authority to execute required implementing documents with HUD.
By adopting the plan, the council advanced the city’s scheduled submittal to HUD and ensured staff may complete administrative steps required for federal review. No roll-call votes by individual councilmembers were recorded in the transcript; the meeting minutes note the overall 6–0 tally (Mayor Ancona absent).
