City staff told the Community Police Review Board on April 15 that the Modesto Office of Emergency Services and partner agencies will run a medical response surge exercise on May 12 to test patient movement and hospital surge capacity.
The exercise is scheduled to begin at 8:00 a.m. and run through noon, staff said, and will simulate an explosion at the Modesto Marathon finish line. "We're acting as if the Modesto Marathon is being bombed," a staff speaker said. The drill will test a planned 20% surge rate, patient movement coordination with hospitals, and the jurisdiction's chemack plan; the scenario will include blocked streets and staged first-responder activity so members of the public may see response activity.
Staff said the site information in the transcript is formatted inconsistently (appearing as "1 10 1 K Street" and later as "one K Street"); they encouraged board members to attend and review the exercise.
