Resident alleges Modesto police mishandled elder-abuse complaint at CPRB meeting

Jerry Liu, a resident who said he formerly taught finance at California State University, East Bay, told the Modesto Community Police Review Board on April 15 that he reported an alleged elder-abuse case to the Modesto Police Department in January and received little meaningful follow-up.

"The lower police their training are very bad," Liu said, criticizing the officer he met and describing a months-long lack of feedback. He said the matter involves an adult daughter and her elderly parents, that he emailed a detailed letter to board staff last week, and that he traveled from the Bay Area to deliver his remarks in person.

Board staff and members told Liu they had received his email and would handle the information appropriately. A staff member told the board that the complaint had been intake'ed by Modesto Police Department's investigations division and that it was a confidential matter, saying, "that's a confidential matter and we'll definitely be communicating with you offline." The board also urged caution about putting ongoing cases on the public record.

The comment took place during the public comment period; no formal board action was recorded during the meeting on the specific allegation. The board noted receipt of Liu's materials and that MPD investigators are working the matter. The CPRB did not direct a vote or issue a public finding on the substance of Liu's allegations at the April 15 meeting.

Next steps described at the meeting: staff confirmed intake by MPD investigations and said they would follow up with Liu outside the public session. The board did not provide a public timeline for any additional review or action during the April 15 meeting.
