Manor Borough Council appoints Jeff Kelly, approves $119,885.50 paving contract

Manor Borough Council on April 8 unanimously appointed Jeff Kelly to fill a vacant council seat and took several routine administrative actions, including awarding a 2026 street-paving contract and naming the Tribune Review the borough's official newspaper.
Vice President Dawn Lynn called the meeting to order at 6:30 p.m. in the Manor Community Room. Two residents submitted applications for the vacant council seat: Brian Woy and Jeff Kelly. Jim Vacha nominated Kelly and Ted Dornin seconded; the motion carried unanimously. Mayor Sonny Brant then administered the oath of office to Jeff Kelly.
Engineer Ed Antonacci reported the borough received five bids for the 2026 paving project and recommended the low bidder, Wright Asphalt and Concrete, which submitted $119,885.50. The proposed contract covers Harding, Elm, Westmoreland, Brush and Shady streets. Antonacci said paving on Harding will extend from the bottom of the hill at Shady up toward the Penn intersection, approximately 150 feet from the intersection. Dave Gongaware moved to award the contract to Wright Asphalt and Concrete; Ted Dornin seconded and the motion carried unanimously.
The council also voted to accept the Tribune Review as the borough's Official Borough newspaper on a unanimous vote after a motion by Jim Vacha and a second from Dave Gongaware. Separately, Resolution 2026-04 appointing Jenna Pyle to the Recreation Board was approved on a unanimous roll-call vote with affirmative votes recorded from Dawn Lynn, Ted Dornin, Dave Gongaware, Jeff Kelly and Jim Vacha.
Other routine business included approval of the treasurer's report and the tax collector's report, and a motion to pay the borough bills; each motion was seconded and carried unanimously. The council scheduled discussion of upgrading the upper park restrooms for the May agenda after a request from the Recreation Board. The meeting adjourned at 6:50 p.m.
