Commission asks staff to prepare analysis on possible one-year moratorium on countywide data centers

Following a lengthy discussion on infrastructure, environmental impacts and public concern about data centers, the Leon County Commission voted unanimously to request a staff agenda item that would analyze the possibility of a one-year moratorium on data-center development in the county.

A commissioner said a one-year moratorium would give staff time to gather information on impacts to utilities, environmental protections, tax and land-use implications and what other communities are doing. The county attorney told the board that any legally enforceable moratorium would require findings the board must make; that legal analysis and required statutory findings should be part of the staff report.

Commissioners asked staff to include reference to recent state legislation (the transcript references Senate Bill 484) and to examine the legal prerequisites for a moratorium, potential triggers (for example, thresholds for megawatt demand or water use), anti-repackaging clauses, and defensible findings in the return agenda item. The motion before the board asked staff to return with a report; the motion passed unanimously.

Next steps: staff will prepare an agenda item with legal analysis, a discussion of potential ordinance language and policy options, and comparisons with other jurisdictions that have restricted data-center development or imposed conditions.
