Board confirms elections committee leadership after calls to curb anonymous negative campaign materials

The Reston Association Board approved new leadership for its elections committee on June 11 and heard renewed calls for election-rule changes after a member raised concerns about negative anonymous campaign materials.

The board voted to approve Katie Boswell as chair of the elections committee and Paul Thomas as vice chair; both spoke briefly to the board about qualifications and said the committee would review election procedures. Boswell said the committee would look again at the timing and mechanics of certification appeals, including whether some appeal window could be extended to allow for quick reviews before ballots are printed: "If someone wants to run, they should run," Boswell said, adding the committee will examine process and timing issues.

In public comment earlier in the meeting, John Frell (president of the Colonial Oaks Cluster) said a negative anonymous flyer circulated during the recent at-large race had harmed the tone of campaigns and urged a rule change requiring that supporters identify themselves in campaign materials. "The prohibition on negative anonymous campaigning that currently applies to RA candidates should be extended to their supporters," Frell said, calling on the elections committee to recommend changes.

Board members and committee candidates said the committee will look at options, while noting legal limits on restricting political speech. Paul Thomas, newly approved as vice chair, said the committee's role is to review what worked and recommend policy adjustments to the board.

Separately, in executive-session follow-up, the board directed general counsel to draft bylaw amendments discussed in executive session and took other personnel and insurance steps summarized publicly after the closed session.
