The board’s motion on MET 2B, made by Miss Gonzalez Moore and seconded by Vice Mayor Coker, authorized amending an existing agreement to remove the city from the document and provide for the CRA to pay up to 70% of impact fees; the motion passed unanimously. A subsequent motion on MET 3, moved by Miss Coachman and seconded by Miss Barnaby, similarly authorized a CRA incentive of up to 70% of impact fees and passed unanimously.
Dr. Burton, speaking for staff, told the board the 70% figure reflects the measure of workforce housing in both projects and cited an "affordable housing clause" in the CRA statute and the redevelopment goals of removing blight as justification. He said staff will provide a written cost‑benefit analysis and incorporate final terms into formal incentive agreements to be returned to the board in contract form.
City council had earlier taken different positions on fee waivers for the two projects: city council declined to waive impact fees on MET 2B (developers will cover the remaining 30% there) and approved a 30% city contribution on MET 3 alongside the CRA’s proposed 70% share. Board members clarified during the meeting that both projects are located within the CRA boundaries.
Board members and staff also agreed to pursue a workshop with city officials and the Economic Development Council to develop a written policy for handling impact‑fee incentives going forward. Dr. Burton said creating a policy would simplify future actions and help the attorney draft consistent agreements.
Next steps: staff will draft and return formal incentive agreements for the MET projects that incorporate the board’s authorization.
