Needham approves Alderbrook wall repairs with conditions; commission prohibits trees in drain easement

The team proposed native revegetation (they stated plans to plant 29 trees and 29 shrubs and to re‑establish native seed mixes where lawn is removed).
Staff presented a draft order of conditions and requested three waivers (work within the 25‑ft no‑disturb, work in resource areas and a fee waiver). The special conditions require pre‑construction submittals including a contractor dewatering or bypass plan (with discharge points outside resource areas), installation of mass D signage at construction entrances, erosion and sediment controls, secured stockpiles and fuel/maintenance rules, and a two‑year monitoring program with annual reports due Dec. 1 and performance thresholds for survival and vegetative cover.
Commissioners debated planting within the town’s drain easement adjacent to the project. Given town maintenance/access needs and the risk of roots undermining future wall integrity, the commission added a specific condition: tree species shall not be planted within the town’s 20‑foot drain easement; shrubs and native seedings are allowed. With that amendment, the commission voted by roll call to grant the waivers and issue the order of conditions for the Alderbrook wall repair.
The order requires the applicant to provide the contractor’s dewatering/bypass plan and other pre‑construction submittals for inspection and verification before field work begins, and it establishes two years of monitoring and survivorship/cover performance standards as part of the certificate‑of‑compliance process.
