Anna Hner and Anthony (Beta Group) presented the George Agot Road culvert replacement (DP file 234‑970) on June 11. They described the existing, multi‑segment inlet (48‑inch reinforced concrete pipe and twin 36‑inch corrugated metal pipes) and proposed a single 135‑foot precast box culvert (proposed 6 by 7 feet) with two feet of embedded streambed material to maintain aquatic organism passage and improve hydraulic performance.
"This is going to be a full depth reconstruction of the roadway," Hner said, and the team said they would regrade the inlet and outlet, install modular headwalls, and add a double‑grate catch basin at the roadway edge. Contractors would use cofferdams and a stream bypass system to keep the channel dry during the work; the project team indicated dewatering and bypass will be specified in the construction documents and that displaced streambed material would be stockpiled and reused to re‑establish natural substrate inside the new culvert.
Commissioners asked for clarity on several construction logistics: where excavated material will be staged or stockpiled (the DPW yard was suggested as a likely location), how dewatering flows will be managed (the commission asked the contractor specification to require pumping capacity to pass a two‑year storm), and how traffic and emergency access will be maintained during full‑depth reconstruction. Residents asked the town to require pre‑construction condition surveys (foundations and interior conditions) and vibration monitoring so that contractor work would be paused if adjacent properties are damaged.
Given those outstanding construction, dewatering and public‑safety questions, the commission continued the hearing to June 25 to allow the applicant to provide a detailed dewatering/bypass plan, stockpile/haul logistics, and a traffic management approach before the commission acts on the project.
