CCRPC staff outline MRGP reporting deadlines; DEC portal will flag uninspected outfalls

CCRPC staff briefed the Clean Water Advisory Committee on Municipal Roads General Permit (MRGP) implementation work and compliance deadlines, noting towns must meet several reporting milestones this year.
Chris Dubin, CCRPC staff, said the commission and its consultants have finished inspecting as many outfalls as could be located and are preparing data for municipalities to review before submission to the Vermont Department of Environmental Conservation (DEC). He told the committee that the DEC MRGP portal will record any uninspected outfall as “Does Not Meet” the standard, making completeness of inventories urgent for towns preparing filings.
CCRPC and DEC staff stressed specific near-term deadlines. Christy Witters of VANR said MS4 municipalities need to identify, by April 1, which non‑compliant road segments and outfalls they intend to address during the remainder of the MS4 permit term, which currently ends July 27, 2023. Non‑MS4 communities must also meet an April 1 deadline but need only submit a simple annual report indicating their inventory is complete. The annual MRGP fee is due June 1, and the formal REI results and Implementation Table are due Dec. 31, 2020.
Dan Albrecht, CCRPC staff, said CCRPC will continue working with towns to provide the necessary data and support to populate the DEC portal and meet the reporting deadlines. Staff also warned that some towns may still need to confirm the month and year their inventories were completed.
What happens next: CCRPC staff will finalize data proofreading with municipal staff, upload validated results to the DEC MRGP portal, and continue offering technical assistance to help towns meet April and year‑end submissions.
