Council and committee members sharply debated the program's scope and the committee's eligibility rules. Council Member Wilder argued the fund is too small and urged raising the pot to $20,000 and removing what he called self-imposed restrictions (such as 501(c)(3) requirements) that he said excluded otherwise eligible providers; he characterized Meals on Wheels as an example of an organization that should receive support.
Other committee and council members defended the committee's criteria and the council's role in stewarding taxpayer funds. One committee member said the panel used a seven-point scoring rubric and favored applications that demonstrated direct benefit to Lewisville residents, noting that some applicants did not complete required applications. Mayor Pro Tem Stacy Howard and others said while $5,000 is modest, it aligns with prior practice and with responsibility to taxpayers; council accepted the committee recommendation and approved the resolution.
Council members said they plan to review the grant rules and application procedures in future budget cycles. The council's vote approved staff follow-up to execute the awards and notify recipients.
