Lewisville council adopts $7.95 million budget for 2026-27, keeps property tax rate unchanged

The Lewisville Town Council adopted the town's fiscal year 2026-27 budget on June 11, approving a proposed general fund of $7,954,124 and maintaining the property tax rate at 18 cents per $100 of valuation.
Town Manager Stacy Tolbert presented the budget summary, saying the proposal is balanced "with $95,827 in fund balance from the general fund" and represents a decrease of about 1.27% (roughly $12,154) from the prior year. Tolbert told the council the town's estimated ad valorem tax revenue is $4,798,867 under the current valuation assumptions.
Tolbert described ongoing capital projects and funding sources, including federal funding for a roundabout at Lewisville Viana Road and Robin Hood Road and a capital project fund balance of $2,924,479 reserved for Great Wagon Road-related improvements. She also noted a small decrease in the community-policing contract that required minor revenue-line adjustments to keep the budget balanced.
Council Member Fred Franklin moved to adopt Ordinance 26-2026-00001 for the FY 2026-27 budget; the motion was seconded and the council approved the ordinance by voice vote, reported as 6–1.
The budget message committed to maintaining current service levels, funding reserves and continuing the town's projects, while noting that nearly every department — except community policing — showed lower proposed expenditures compared with the prior year. The town manager said public budget documents and prior budget work sessions were available on the town website.
The council signaled that tighter review of project-level spending and grants will continue; several members raised items they wanted reviewed in future sessions.
Next steps: the budget ordinance takes effect July 1, 2026; staff will implement the line items and return to council as needed for any adjustments.
