Commission approves fence alteration at 10115 Sakoro Road with conditions

The Socorro Historical Landmark Commission on June 10 approved a certificate of appropriateness for a fence alteration at 10115 Sakoro Road, voting unanimously on a motion by Commissioner Rafael Padilla, seconded by Commissioner David Estrada.
Staff presented the application and said the property owner, identified as Mr. Lopez Reyes, proposed a street-facing fence using cinder block and wrought-iron elements with colors and finishes the staff found consistent with the commission’s design guidelines. “This is not something that is a major concern to staff,” the staff member said, recommending conditional approval requiring the owner not to deviate from the submitted colors, materials and design.
Commissioners questioned whether fence height falls within the commission’s review. The staff member said the commission’s certificate review does not require height information and that setbacks and height regulations are handled by the Planning & Zoning department (PNZ). When asked directly whether height is required, the staff member responded, “We don't ask for that information.”
Commissioner Rafael Padilla moved to approve the certificate of appropriateness subject to staff comments; the motion was seconded by Commissioner David Estrada and carried by voice vote with Padilla, Dr. Elizabeth Ponugo, Estrada and Jesse Montilongo voting in the affirmative. Ricardo Rocha was noted as absent and Mr. Alvarego had signaled he would try to attend but was not recorded as voting.
The applicant may need to consult PNZ for any permits related to height or setbacks; the commission’s approval is limited to the design, materials and colors as submitted. The commission adjourned at 6:08 p.m.
