The Lompoc Planning Commission on June 10 approved design review and a conditional use permit for a proposed Chick-fil-A restaurant at 1025 North Eighth Street in the Palm Square Shopping Center.
Staff presented the project as a roughly 4,847-square-foot new building with a drive-through whose stacking and circulation meet city requirements. Staff noted the proposed landscaping coverage is 14 percent of the site versus the 15 percent standard in the municipal code; commissioners were told the Planning Commission may find the proposal meets the intent of the code and approve the deviation. Staff also cited a CEQA Class 32 categorical exemption for infill development and recommended adoption of the resolution approving the project.
Logan McGowan of 4G Development, speaking for the applicant team, thanked staff for their collaboration, saying the team had worked "really hard to design a project that not only respects those development standards" and expressed enthusiasm about joining the local market. Property owner Alan Gottlieb of Real Estate Affiliates said leasing activity at the shopping center has increased in anticipation of the new tenants.
Commissioners asked technical questions about access and curb treatments; staff confirmed the drive-through entrance and circulation as shown in the plans and that the lane geometry prevents vehicles from driving directly into the building. After discussion the commission moved, seconded and voted to adopt Resolution 1030-226 approving DR 2026-0001 and CUP 2026-0001.
The transcript records approval without a roll-call tally. Conditions attached to the approval must be met before permits are issued.
