Carroll County board adopts 2026–2035 facilities master plan, approves multiple contracts and budget reconciliations

At its June 10 meeting, the Carroll County Board of Education approved a package of routine and capital actions: the board adopted the 2026–2035 Educational Facilities Master Plan (EFMP), authorized 11 contract awards including facade restoration at Francis Scott Key High School and design services for a Liberty High modernization feasibility study, approved instructional materials for 2026–27, retained PK Law for FY27 legal services, and passed a set of FY26 budget adjustments and CIP transfers required to close the fiscal year.
Mr. Kaine, the district’s facilities planner, explained the facilities condition index (FCI) metric and how modernization projects — such as the planned Liberty High modernization — affect the district’s FCI projections across FY27–FY32. He told the board an FCI dip in FY30 is linked to the Liberty High project in the CIP request, and that the score reflects modernizations completed versus years since the last modernization.
Superintendent Dr. Scott McCabe said the EFMP returned to the board after public comment with no substantive changes to the May draft and that staff had followed up on questions raised by citizens. The board thanked facilities staff for preparing the master plan and staff for responding to questions about project prioritization and connections to county growth areas.
On consent actions, the board approved contracts for annual food services supplies, preventative mechanical maintenance, furniture purchases, athletic field lining services (including an automated lining process discussed at the meeting), and vehicle replacements for maintenance operations. The board also approved a set of reconciliations to the FY26 operating and food service budgets reflecting additional revenue and year‑end transfers, and a CIP transfer to address stadium light replacements at two schools so project accounts would not close the fiscal year in deficit.
The board ratified tentative three‑year collective bargaining agreements with CASE and AFSCME Local 2741, approved monthly personnel items and administrative appointments, and authorized the retainer and year‑end legal fees that exceed the retainer amount. All motions carried unanimously.
Dr. McCabe and staff said the board will forward required budget adjustments and transfers to the county commissioners for their approval per state law. The board’s next meeting was set for July 15, 2026.
