The Albany County Planning and Zoning Commission voted unanimously to recommend that the Board of County Commissioners approve a zoning‑district amendment (ZDA‑1225) and a conditional‑use permit (CU‑05‑25) for the property owned by John and Susan Ciserelli at 126 Lakeside Drive.
Planning staff presented the applications and recommended approval after reviewing comments from internal reviewers and outside agencies, including Conservation District notes on soils and erosion. Staff concluded the proposed change from Agricultural to Agricultural Residential is compatible with surrounding land uses and consistent with the county comprehensive plan and Albany County zoning resolution (chapter 3 guidance), and that the conditional‑use application met the impacts required by the zoning code.
During the public hearing and question period, the applicant said the second dwelling is intended for family occupancy only and not for short‑term rentals. Staff clarified that approval of a conditional‑use permit authorizes the use on the parcel but does not itself create a subdivision; any future subdivision would require a separate application and review.
A motion to recommend approval of ZDA‑1225, adopting the staff report’s findings of fact and conclusions of law, carried with recorded affirmative votes. The commission similarly moved, seconded and recommended approval of CU‑05‑25, again adopting staff findings; that motion also passed unanimously. The commission’s recommendation will be transmitted to the Board of County Commissioners for final action.
