Town Board approves range of audit, budget, housing and personnel measures
Summary
The Town Board unanimously adopted multiple resolutions on Sept. 4 authorizing a one‑year audit contract, budget modifications, a JCAP grant application, a change order for Valleyview Drive (ARPA), CSEA hiring rate increases, HUD-related housing procedures, and several CDBG/HUD/FEMA authorizations and RFP actions.
During its Sept. 4 meeting the Town of Union Board adopted a package of resolutions addressing finance, personnel and housing program administration.
The Board accepted a one‑year proposal from EFPR Group, CPAs, PLLC to provide audit services for the year ending Dec. 31, 2023 for $41,000; Supervisor Robert Mack explained the shorter term was chosen so the Town can solicit competitive bids for subsequent years. The Board also approved budget modifications increasing interest revenue and internet services lines by $1,658 and $4,479 respectively.
The Board authorized Hon. Gregory P. Thomas to apply for a Justice Court Assistance Program (JCAP) grant through New York State, up to $30,000, intended to purchase office desks, chairs and furnishings for the new courthouse. Separately, the Board approved Change Order #1 for the Valleyview Drive Reconstruction ARPA project in the amount of $23,668.26.
To address recruitment challenges in code enforcement, the Board approved a Memorandum of Agreement with the CSEA White Collar Unit raising hiring rates for three positions (Code Enforcement Officer Level 4: $45,799; Building & Code Inspector Level 5: $48,038; Senior Building & Code Inspector Level 6: $50,258). Council members said the increases were necessary to fill vacant positions and strengthen the Code Department.
On housing and federal program matters, the Board approved a combined Finding of No Significant Impact (FONSI) and Request for Release of Funds (RROF) for the Town’s CDBG FY2024 Annual Action Plan and authorized the Planning Director to issue RFPs for construction projects in the plan. The Board also authorized submission of an application to FEMA’s Community Rating System program and called a public hearing on Sept. 18, 2024 to review a draft Housing Choice Voucher Annual Plan; it further authorized the Supervisor to execute civil rights certifications required for Small Public Housing Authorities paperwork.
All listed resolutions were adopted by unanimous vote as recorded in the meeting minutes.
Next steps: staff will proceed with grant applications, contract change order administration, issuance of RFPs and scheduling of the Sept. 18 public hearing; implementation details are to be handled by relevant departments and the Planning Director.
