Sue Baumgart (Human Resources) presented a draft administrative leave policy that staff, County Counsel and union representatives had reviewed. Commissioner Minty outlined the background of the draft and emphasized balancing fairness to employees and accountability to taxpayers.
Commissioner DeGroot and Baumgart raised concerns that codifying procedures for highly situational cases could create liability or reduce needed flexibility, citing feedback from CIS (County Insurance Services). Commissioner Nichols proposed adding a benchmark review process—periodic check‑ins at 30, 60 and 90 days—to provide additional oversight and limit prolonged leaves resulting from administrative delay. The Board agreed to allow two to three weeks for further feedback and revisions; discussion will continue at a future meeting.
